Stoutsville Village Council Organizational Meeting January 6, 2010
The meeting was called to order by Mayor Dick Riffle, Jr. Present were Wayne Leach, Don Mullins, Floyd Jamison, Loren Schmelzer, Dawn White.Tim Whitesed, and Fiscal Officer,Barbara Goodman.

Council vacancies: Appointment of candidates to fill council seats vacated by expiration of term limits was the first order of business. There has been no interest from the community residents in serving on Council but Wayne Leach, Loren Schmelzer, Dawn White and Tim Whitesed were present to express their willingness to accept appointment to fill the vacancies. Jamison and Mullins voted to approve the Mayor's appointment of them. The OATH of OFFICE was given to Leach, Schmelzer, White and Whitesed.
Election of President of Council: Schmelzer moved to elect Mullins for President of Council, Whitesed seconded. Schmelzer then moved nominations be closed, Whitesed seconded...motion carried unanimously. Mayor asked for a vote for Mullins to be President of Council for CY 2010. Vote was unanimous.
Appointment of Committees was tabled until the February meeting by a vote of 6-0.
December Minutes and Fiscal Reports: Schmelzer moved to approve the meeting minutes from December 2, 2009. White seconded; motion carried 6-0. White then moved to approve the fiscal reports for 12/31/09. Jamison seconded; motion carried 6-0.
Resolutions: Resolution 01-10 Granting Authority for Fiscal Officer to Pay Regular Monthly Expenses Resolution 02-10 Granting Fiscal Officer Appropriation and Realignment Authority Resolution 03-10 Approving Fund to Fund transfer (#5721 to #4901) Resolution 04-10 Approving Fund to Fund transfer (#5901 to #1000) Resolution 05-10 Fund #4901 Amended Certificate Mullins moved to waive the three reading stipulation for all the Resolutions, citing an emergency. Whitesed seconded; motion carried unanimously. Mullins then moved to approve Resolutions 01-10, 02-10, 03-10 and 04-10. Whitesed seconded the motion and it was carried 6-0.
Ordinance 182-10 2010 Appropriation Ordinance Schmelzer moved to waive the three reading stipulation citing an emergency. Jamison seconded; motion carried 6-0.
Mayor's Report:
Village equipment was damaged while giving assistance to the Fire Department.
Salt was purchased from the Township.
The parts have been ordered to repair the backhoe damaged at the fire site.
