Meeting Minutes                  January 6, 2010

Mayor Riffle called the meeting to order at 7:00pm.  Present were council members Mullins and Schmelzer and Fiscal Officer Goodman.

COUNCIL APPOINTMENTS

Due to lack of interest to serve on council from other residents, Schmelzer moved to have Leach, White, Whitesed and Jamison fill the existing vacanies.  They agreed to do so and the Mayor gave them the OATH OF OFFICE.

ELECTION OF COUNCIL PRESIDENT was the next order of business.  Schmelzer nominated Mullins for 2010 President of Council.  Jamison seconded the motion. Schmelzer then moved nominations be closed, Jamison seconded. The Mayor called for a vote to approve Mullins as 2010 Council President and he was approved by a 5-0 vote.

MEETING MINUTES/December 2, 2009

Schmelzer moved to approve the Minutes as presented; White seconded; Minutes approved by 6-0 vote.

FISCAL REPORTS 12/31/09

White moved to approve the fiscal reports as presented; Jamison seconded; fiscal reports approved by 6-0 vote.

RESOLUTIONS PASSED;

Resolution 01-10  Granting Fiscal Officer authority to pay regular monthly bills.            Resolution 02-10  Granting Fiscal Officer Appropriation and Realignment Authority.  Resolution 03-10  Authorizing transfer of savings account balance to Money Market   Resolution 04-10  Authorizing transfer of Fund 5901 balance to Fund 1000       Resolution 05-10  Amended Certificate for Fund 4901

Mullins moved to waive the three reading stipulation for all 5 Resolutions citing an emergency.  Whitesed seconded, the motion carried 6-0.  Mullins then moved to approve all five (5) Resolutions; Whitesed seconded.  All resolutions were approved by a 6-0 vote.

ORDINANCE 182-10                  2010 Appropriations

Schmelzer moved to waive the three reading stipulation citing an emergency.  Jamison seconded and the motion carried 6-0.  Schmelzer then moved to approve the 2010 Appropriations as presented.  Jamison seconded and the ordinance passed by a 6-0 vote.

 MAYORS REPORT

  • An ordinance is being prepared to abolish the BPA
  • Salt has been purchased from Clearcreek Township
  • There was damage to the Village backoe while assisting at a fire site.  Should the village absorb the cost of repairs?  Whitesed moved to table the discussion until further investigation is conducted; Jamison seconded and the motion carried 6-0.
  • The repair parts for the backhoe have been ordered due to the need to have it operational in case of inclimate weather.
  • Negotiations continue with the A-C School Board regarding the purchase of the old Stoutsville School property.

 

ADJOURNMENT

Mullins moved for adjournment, White seconded; motion carried 6-0.
